Select the layer or comp you want to apply the toggle to

Click on the "Toggle Fill/Stroke" button in the tool menu

This will alternate between stroke and fill properties
Note
If specific layers are selected, the effect will only apply to these layers. Otherwise, it will toggle all the shape layers in the active composition.
